At a time when rural development, food security and the protection of vulnerable people are more pressing than ever, Djalal Ardjoun Khalil stands out as a key agent of change. A doctor in rural development specialising in animal genetics and reproduction, and an associate professor accredited by the African and Malagasy Council for Higher Education (CAMES), she combines scientific expertise with political commitment to transform Chad’s socio-economic realities.
An exemplary academic career
She holds a PhD in rural development (animal production systems) from the Polytechnic University of Bobo-Dioulasso (Burkina Faso) and a DEA in animal production from the Inter-State School of Veterinary Science and Medicine in Dakar. She teaches and supervises bachelor’s, master’s and doctoral students in metabolic biochemistry, animal reproduction, nutrition and ethnology, and has designed and coordinated degree programmes, including master’s courses in Food Security and Environmental Sustainability and in Animal Production and Pastoralism.
Her research focuses on improving livestock systems, conserving fodder resources and introducing technologies suited to local conditions. She has trained herders in straw compaction, silage and the use of crop by-products.
Strong political and social commitment
As Minister for Women, Early Childhood Protection and National Solidarity from 2018 to 2020, and later Minister of Tourism Development, Culture and Crafts, she worked for the rights of women and children and the promotion of Chad’s cultural heritage. President of the Network of African Women Ministers and Parliamentarians (REFAMP/Chad), she is now adviser on women, children, national solidarity and humanitarian action at the Presidency, and a member of the coordination body for ending child begging.
A woman of the field
As coordinator of the pilot dairy farm and training project in Mandélia, she has directly helped improve livestock practices. She is also active in raising community awareness of gender equity and national solidarity.
