CEMAC Commission: what budget for what integration?
Behind the grand statements on regional integration lies a very practical question: how to fund community institutions? CEMAC's budget reveals a growing dependence on external financing.

A budget of around 86 billion FCFA
For 2026, the budget of the Economic and Monetary Community of Central Africa was set at around 86 billion FCFA, a slight increase of about 2.4% on 2025. Allocations to the Community Development Fund (FODEC), which finances integration projects, were set at 18.45 billion FCFA.
The TCI in decline
The Community's main own resource is the Community Integration Tax (TCI), levied on imports from outside the zone. In principle, states collect it and pass it on to the community institutions. In practice, transfers are often incomplete or late.
For 2026, expected TCI contributions fell by 1.7 billion FCFA compared with 2025, and those earmarked for FODEC by about 518.5 million. The budget increase therefore relies mainly on own resources and external financing.
Priorities set for 2026
The broad economic policy guidelines adopted for 2026 focus on three areas: consolidating public finances, financial sector stability and speeding up the structural transformation of economies. The multilateral surveillance report also confirmed growth of 2.7% for the zone in 2024, driven by the non-oil sector.
The role of oversight institutions
The proper use of these resources is monitored by the Community Court of Auditors, chaired by Ms Rosario Mbasogo Kung Nguidang, whom Logone Inside has interviewed. Transparent spending and compliance with budget rules are essential to persuade states to pay their contributions.
What comes next
Without regular own resources, community institutions struggle to fund integration projects: corridors, free movement and harmonised rules. As preparation of the 2027 budget approaches, each state's compliance with its TCI transfer obligations will be a key indicator of real commitment to integration.
